Xpress-pay.com API Development

I have been working quite a bit lately with Xpress-pay.com as their exclusive developer. Xpress-Pay is a universal web based payment and bill collection application. Currently, I am developing an API for the city of Syracuse in New York to perform a lot of the functions the site does natively, but were never exposed to outside applications.
